The RAND Report (The Mujahedin-e Khalq: A Policy Conundrum, RAND National Defense Institute) was published in July 2009.

The report questioned the status of PMOI members in Iraq as protected persons under the 4^th Geneva Convention.  It has been used by the Government of Iraq to justify the July 2009 attack on Ashraf by Iraqi forces.

The authors intended it to be seen as an objective account of the PMOI in Iraq.  Its conclusions have been challenged by Middle East experts and experienced policy analysts who have researched the issues:

§         ‘... based on a deeply flawed “factual” foundation ...’[1]

§         ‘Repeated discovery of an [Iranian Ministry of Intelligence and Security] ‘provenance’ attached to specific anti-MEK allegations ...’[2]

§         ‘What if ... the leading state sponsor of terrorism, Iran, has successfully persuaded Western governments ...’[3]

Currently, the British Foreign & Commonwealth Office[4], the United Nations[5], and other agencies still refer correspondents to the RAND report as the only source of briefing.  This is an untenable position when the report has been so thoroughly discredited.  We need to uncover why our government and other international agencies are still relying on a report that has been shown to be a work of fiction.
